[11] Επίσημα η θέση για ομοσπονδία με δύο περιοχές, μια στο νότιο τμήμα και μια στο βόρειο τμήμα της Κύπρου, οι οποίες θα διοικούνταν από την ελληνοκυπριακή και την τουρκοκυπριακή κοινότητα αντίστοιχα, εκφράστηκε από την τουρκική πλευρά το 1965. Στις 26 Μαρτίου 1965 ο Ειδικός Διαμεσολαβητής του Ο.Η.Ε. για το Κυπριακό, Γκάλο Πλάζα, χαρτογράφησε τις θέσεις των δύο πλευρών σε μια Έκθεση που κατατέθηκε στο Συμβούλιο Ασφαλείας. Στην εν λόγω Έκθεση ανιχνεύονται οι τουρκικές θέσεις στις παραγράφους 72 - 76 όπου ξεκάθαρα προτείνουν την ομοσπονδοποίηση της Κύπρου σε δύο ζώνες όπου κάθε κοινότητα θα ελέγχει από μια με συγκεκριμένες αρμοδιότητες επί αυτών των περιφερειών, ενώ παράλληλα αναφέρουν την δημιουργία κεντρικών εκτελεστικών και νομοθετικών εξουσιών.
