Ενώ το μέλλον της ρωσικής οικονομίας μπορεί να εξαρτάται σε μεγάλο βαθμό από την Αρκτική, η ικανότητά της να εκμεταλλευτεί με επιτυχία τους πόρους της περιοχής εξαρτάται από παράγοντες που συχνά είναι πέρα από τον έλεγχο της Μόσχας.

Ο GEORGE SOROKA είναι λέκτορας Διακυβέρνησης στο Πανεπιστήμιο Harvard, όπου είναι συνδεδεμένος με το Κέντρο Ευρωπαϊκών Σπουδών Minda de Gunzburg, το Κέντρο Ρωσικών και Ευρασιατικών Σπουδών Davis, και το Ινστιτούτο Ουκρανικών Ερευνών του Harvard.
